Understanding the Power of the People
What does democracy mean to you?
Democracy is a system of government where the people have the power to choose their leaders and make political decisions. The word comes from Greek: "demos" (people) and "kratos" (power) – meaning "power of the people."
In a democracy, citizens have the right to:
- Vote to choose their representatives
- Speak freely without fear
- Organize into groups and associations
- Hold government accountable
- Participate in political decisions

What does the word "democracy" mean?
The history of democracy in Haiti is a long journey, with victories, trials, and hope. Here are the key moments:
First Free Black Republic
Haiti became the world's first free Black republic after successfully revolting against slavery and defeating Napoleon. This was a historic victory for freedom and equality.
Duvalier Dictatorship
For 29 years, François "Papa Doc" Duvalier and his son Jean-Claude "Baby Doc" Duvalier ruled Haiti with an iron fist. They crushed all opposition, violated human rights, and plundered the country\
Mobilization for Democracy
In 1986, Haitians mobilized to end the Duvalier dictatorship. The first election attempt in November 1987 was aborted amid the Ruelle Vaillant massacre; the country's first credible democratic election came in December 1990.
New Constitution
The 1987 Constitution symbolized the people's rejection of dictatorship and promoted democratic values. It established fundamental rights and checks on power.
President Aristide
Jean-Bertrand Aristide became Haiti's first democratically elected president. He was backed by the poor but opposed by elites.
Democratic Challenges
Haiti has had no president since 2021 and no parliament since 2023. The Transitional Presidential Council (CPT) governed from April 2024 until it was dissolved on February 7, 2026. Acting Prime Minister Alix Didier Fils-Aimé is now the sole executive, and elections are scheduled for August 30, 2026.
There are five fundamental principles that make democracy work. Each one is important for protecting our rights and ensuring fair government:
1. Popular Sovereignty
In a democracy, power comes from the people, not from kings, dictators, or elites. Government exists to serve citizens.
2. Equality Before the Law
All citizens are equal and must be treated the same way by law, without discrimination.
3. Majority Rule with Minority Protection
The majority decides, but minority rights must be protected. Democracy does not mean tyranny of the majority.
4. Transparency and Accountability
Government must operate in the light, and leaders must be accountable to the people.
5. Citizen Participation
Democracy requires more than just voting. It requires active, engaged, and informed citizens on political issues.

Note: As of 2026, these elected institutions are not seated — Haiti has had no president since July 2021 and no parliament since January 2023 — pending the elections scheduled for August 30, 2026.
Democratic Rights in the 1987 Constitution
- Equality: Article 18 - "all Haitians are equal before the law"
- Right to life: Article 19 - Protects the right to life and health; Article 20 - Abolishes the death penalty
- Freedom of expression: Article 28 - Freedom of speech and the press; Article 31 - Freedom of assembly and association
- Political Participation: Articles 16 and 17 - Civil and political rights for all citizens aged 18 and over; Article 52-1 - Voting as a civic duty
- Political Rotation: Article 134-3 - Prohibits consecutive terms; a five-year interval is required, and no one may serve a third term
Current Challenges
Democracy in Haiti faces several challenges:
- Insecurity and Gangs: Armed groups often affiliated with political actors
- Political Crisis: No functioning Parliament since 2020
- Public Trust: According to the 2023 LAPOP/AmericasBarometer survey, about 52% of Haitians support democracy in principle, but only about 12% are satisfied with how it works
- Language Issue: Only 2-5% of the population speaks the language of politics (French) fluently
- Corruption: Trust in political institutions is very low
